Kern County Network for Children-Differential Response- Shafter Healthy Start in collaboration with the Kern County Superintendent of Schools / Kern County Network for Children and the Department of Human Services is currently empowering families in the community of Shafter and beyond through a program called Differential Response.

Differential Response is an approach that ensures child safety by expanding the ability of child welfare agencies to include a focus on a broader set of responses for working with families, including innovative partnerships with community based organizations, that can help support families that are in need and before further problems develop. Community-based, integrated case management services are the foundation for Kern’s Differential Response (DR) service model.


First 5 Kern School Readiness: The main goal of the  School Readiness program is to prepare 4-5 year olds for Kindergarten through center based activities. The program also provides in-home preschool education classes for parents who are without transportation. The program also provides assistance with kindergarten enrollment and bridging activities.


Healthy Families is a State of California sponsored low cost insurance program for children. Shafter Healthy Start is an authorized Enrollment Entity for the State of California to provide Healthy Families and Medi-Cal enrollment services. The enrollment services for the California Healthy Families Program are completely free of charge. Parents are able to discuss the application on the phone or in person with Shafter Healthy Start Staff (Certified Application Assistor) who are knowledgeable about the Healthy Families Program and its application requirements.
